The credit for all the scientific development of the country goes to the Indian Academy of Science (IAS). It is an academy but, it is also involved in the research work. The academy wears many hats as it works as an institution for registering scientific work and as an advisor to the government.
To get the answer to this question, you need to study the history of the academy. Eminent scientist C. V. Raman started IAS with 65 founding fellows that elected Raman as the first president of the academy. Also, they adopted a constitution and set goals to achieve in the coming years.
Also, the Department of Science & Technology of India should be credited to support the academy in scientific development.
